Abstract

In the year 2005, the advanced Federal Law of Radio and Television Citizen Project Initiative was presented in the Senate and studied by the United Commissions of Communications, Governess and Legislative Studies for the Federal Radio and Television Law. Different political groups stopped this initiative and introduced different lights and very conservative counterinitiatives, which modified or cut the substantial contains and the plural, participative and transparent spirit of the original project. The new proposition was a counter-reform that strengthened the traditional media big monopolies, particularly the duopolies of Televisa and Television Azteca. It totally forgot the solution to basic communicational necessities of the Mexican Society which waited pacifically to be resolved for more than 75 years. This is why, in this paper, we examine 32 severe communicative consequences that could probably come from this counter-reform in next years, and we propose 10 actions to follow so that the structural change in cultural electronic industries in Mexico can go on.
