Tradición, cambios y reformas educativas en México y Bolivia.
Abstract
In recent years, interest in education as an element of change and possible lever of development has arisen. These ideas have been promoted by governments and international agencies and have been incorporated into educational reform proposals, including changes in legislation and the programs contained in teaching. The preexisting conditions have represented obstacles or advantages in each country, but in both, the role of the interna¬tional agencies and their financial participation has determined the reform's manner and forms of implementation, leading to additional problems and an element of frustration.
