Urban resilience strategies and adaptive capacities

An evaluation for Mexico City.

Abstract

Mexico City is exposed to multiple risks and socio-environmental tensions. Since 2013, it has been part of the “100 Resilient Cities” network and in 2016 the CDMX Resilience Strategy was published. By identifying the lack of an evaluation framework to measure its actions during 2016-2018, this work outlines it including criteria evaluation and indicators for rainwater collection systems and expansion of the Ecobici system. It is identified that the resilience in the CDMX implies: 1) the construction and strengthening of the adaptive capacity of the urban system and of the population from processes of social learning, innovation and/or adjustments in its response mechanisms; and 2) the construction of newsocio-environmental trajectories and transformation capacities. It is concluded that CDMX requires both types of capacities that guarantee the quality of life of its inhabitants, the provision of services and the reduction of impacts generated by the urban system itself.

He has published in the journal Science and has a patent as a Plant Variety Breeder. He has been Founder-Director of two scientific research journals.
