La política social frente a la crisis.

El caso de Monclova, Coahuila, 1995.

Abstract

This article studies the social policy applied in the Monclova, Coahuila region in order to deal with the effects of the crisis of the eighties and the recession that followed the peso devaluation in December of 1994. After summarizing the background of regional economic and social development and identifying the outstanding features of the crisis, the programs applied in the nineties are analyzed, with special emphasis on the actions taken by Solidaridad (Solidarity program) immediately after the devaluation. Finally, some aspects regarding design and implementation of social policy are examined and discussed and some observations are set forth regarding their possible consequences in the labor politics arena .
