Descentralización del gobierno estadal al municipal en Venezuela: el caso del estado Zulia
Abstract
This article analyzes the process of descentralization occurred in Venezuela, particularly in the Zulian State, municipes of San Francisco y Maracaibo, that started in the late 80's and presenting slow movements from the national administration to the state administration. Conflicts among governors and mayors delay a progress of descentralization but the recient constitutional reformation could modifie that.
