Abstract

The analyses and descriptions in this article address the experiences of implementing and operating, in the public and public-private spheres, three public policy programs for social inclusion. These programs have different sectoral origins, and their execution is based on interinstitutional coordination between the departments and decentralized agencies of the government of Mexico's Federal District. The goal of the article is to show how the social inclusion efforts, governed by the ethical principles of social justice and equality, demonstrate, in the originality of the three programs' operations, the democratic sustainability of institutional actions for governance and sustaininstitutional and social re-engineering with continuity and innovations, in order to provide a public response both to the demands for rights made by a social majority and to socially vulnerable demographic groups, thereby simultaneously contributing to the democratic construction of new, participatory social structures, of community social networks, and of strategic public sector alliances with the private sector. The social inclusion programs referred to in the article are: (a) the program to rescue the Federal District's social interest housing projects, (b) the program to promote health and attention for senior citizens, and (c) the comprehensive support program for women.
