El caso de 2003
Abstract
The Mexico State election of 2003 gave rise to a legal dispute about proportional representation. The Mexico State Electoral Institute, in a decision later ratified by the Mexico State Electoral Tribunal, awarded five proportional representation seats (from a total of thirty) to the "Alliance for All" coalition. Later, the Electoral Tribunal of the Federal Judiciary took back one deputy's seat from the coalition and reassigned it to the National Action Party. This article examines the applicable legal framework, the procedures followed by the bodies involved, and the proportionality of the final allocations. it concludes that the state's legislation is ambiguous in how it deals with coalitions.
