Rethink the State in Latin America supposes stating that the State has not reached the modernity and does not meet with his substantive functions. This problem goes back to the heredity received from the Colony, by which the “art of the government” was not learned in Latin America also to the fact of which the criollismo did not manage to construct real State-nations. The principal Creole worry has been to preserve the power. The restructuring of the State to simple functions of management poses questions on his viability, while in some countries it is thought about how to finish with the “colonialidad” of the power.
