Abstract

Basic education in Mexico is experiencing a multiple crisis: of identity, because it is not known what or how it can be identified in the whole of society: if it helps the reproduction of social inequality, or if it is a factor of change; Thus it´s also perceived a crisis of quality, as well as a crisis of mission,is it a preparatory school for upper secondary education or otherwise to enter the labour market? In Mexico, we have not achieved that all children complete primary school; and above all, to acquire basic skills of reading, writing and arithmetic, much less reading comprehension and logical mathematical reasoning, still we have not achieved gender equality, nor an equitable education and equivalent for all society sectors and that is expressed in a deep diversity. Educational reform is necessary to improve educational quality, but we follow the OECD suggested parameters, without taking into account our Teachers idiosyncrasies, nor the population needs. Therefore, the need to comparatively analyze the OECD proposals with the educational reform postulates in relation to the Magisterium.
