Abstract

Through systems strategic analysis, this paper examines the negotiation process that resulted on two concession contracts for urban water service in two Mexican municipalities. The cases are municipalities of Benito Juarez (Cancun-Isla Mujeres) and Puebla. The purpose is to identify the strategies and political resources developed by relevant actors on local water systems in order to answer the research question: Why experiences located in two different contexts and historical moments ended on the implementation of the same model, that is, the concession to private enterprises of urban water service?

Profesora-investigadora en la UAM Cuajimalpa desde 2009; doctora en ciencias sociales por la École Normale Supérieure de Cachan, Francia; maestra en administración pública (CIDE) y licenciada en ciencias políticas y administración pública (UNAM). Ha publicado diversos artículos y capítulos de libro analizando los sistemas locales de gestión del agua en México.
