Abstract

This work pinpoints public policy methodological means susceptible of facilitate the analysis of State reforms in less developed countries. It states the possibility and importance of public action analysis in these countries. To that end, it bases reflection on public action at the moment when its objective is designed, developed and implemented, or not.
