Abstract

The concept of public policy networks and governance becomes increasingly important in theoretical debates and in political practice as a new approach to understanding the relationships between state, society and market. However, the increased participation of private and social actors in public administration implies substantial changes in the way of understanding the nature and exercise of power. In this sense, we analyze how the network approach is not only as a conceptual framework that describes the complexity of linkages between actors in a political arena, but also an useful analytical tool with great theoretical power for the study of public policy.

Doctora en ciencia política en la Universidad Eberhard-Karls, Tubingen, Alemania. Profesora de historia y licenciada en sociología. Docente e investigadora del área de Estado y políticas públicas en el Instituto de Ciencia Política, Facultad de Ciencias Sociales, Universidad de la República (Uruguay). Actualmente es directora del Proyecto Flacso-Uruguay. Autora de diversas publicaciones sobre temas de Estado, redes institucionales, actores sociales y políticas comerciales y de desarrollo.
